What is Avenue Services?
Avenue Services is a company limited by guarantee with no shareholders and is a joint venture between Sanctuary Group and CWaC. Sanctuary, a not for profit housing and care provider, owns 51per cent and Cheshire West and Chester (CWaC) owns 49 per cent.
It was set up in 2012 as “an innovative way of harnessing local assets and service budgets to deliver services in a more efficient and effective way and which meets the needs and aspirations of the local community”. It provides services such as grass cutting, caretaking and cleaning, housing management, training and employment, neighbourhood planning and management of the Blacon adventure playground. It can make a surplus but any surplus generated is reinvested in the community, by providing for example, events such as the Blacon Festival, and activities to promote employment and training.
What is Avenue Services’ vision?
Avenue Services’ vision is ‘to be the major facilitator of social and economic change in Blacon’, by means of various regeneration projects, neighbourhood planning and service delivery, which provide benefits to local people. It will help to fund and deliver projects that benefit the wider community within Blacon. Avenue Services aims to maximise active resident involvement and support the employment of local people. Avenue Services achieves this by finding new ways to deliver services with partner agencies and residents, which are more efficient, cost effective and have maximum positive impact for Blacon.

Who are other partners?
Avenue Services works with many local partner agencies including Chamber of Commerce, Vintage Blacon, Blacon Education Village and Children’s Centre, Active Cheshire, Pennysmart, Here and Now, Café Rosa, Chester Used Furniture Enterprise, Cheshire FA, Blacon Youth Football Club, The Police, West Cheshire Credit Union, West Cheshire College and many more. On a strategic level, Avenue Services works with partners in the health, education, environment and employment sectors to maximise the benefits of initiatives in Blacon. Avenue Services also seeks partnerships where joint funding provides value to Blacon. The European Regional Development Fund is a current example of a key funding partner.
How is the company controlled?
Avenue Services has a Board of Directors. The Board of Directors must include three appointed representatives from the Council, three from Sanctuary including an appointed Chair and two representatives from the Blacon community. . What is the Neighbourhood Plan?
Sanctuary also provides funding to Avenue Services to enable the development of creative social projects which respond to local need and local aspiration. In 2015/2016 Sanctuary has provided £87,000 community investment through the Neighbourhood Plan.
How do we decide what is included in the Neighbourhood Plan?
The Neighbourhood Plan originates from ideas generated by the community, from festivals to health workshops, from initiatives to help people into work, to outdoor play for young children. The plan is overseen by the Neighbourhood and Assets Manager at Avenue Services, who is dedicated to the development of the Neighbourhood.
