Project History

The Blacon Parade Re-Development was a partnership between Chester & District Housing Trust (CDHT now part of the Sanctuary Group), Cheshire West and Chester Council (CWaC), and NHS Western Cheshire. The original scheme involved an investment of approximately £18. 8 million with new housing, an improved retail offer and a new integrated health and community enterprise centre. It would replace the tired and physically poor Parade with a new multi functional Parade area with quality resources which would be managed and partly owned by a new Asset Management Company, Avenue Services, which will be a social enterprise to generate income that will be invested in Blacon for the benefit of Blacon residents.

In 2006 consultation around the Parade was carried out with those who live and work in Blacon as part of plans to improve the Parade site. Unfortunately this project was unable to proceed and left behind community feelings of disappointment and frustration. In 2010 partners began developing the new Parade scheme and working with Blacon Alliance and One Voice for Blacon/Community Forum decided not to consult widely with residents until funding was in place and a clear commitment had been given that the Parade Development happen.
